What kind of cardiovascular surgeries can be done abroad?

I've seen articles that cite "bypass" and "valve replacement" as procedures that can be done abroad for much lower costs than in the US. Can anyone tell me what procedures are safe to do overseas and which ones are better done in the US? What does it depend on?
